Côte d'Ivoire and the French Development Agency (AFD) intend to collaborate within the framework of financing the National Development Plan (PND) 2026-2030. The two parties specified the modalities for mobilizing the donor community in view of the Abidjan Consultative Group. This bilateral meeting between the Minister of Planning and Development, Dr. Souleymane Diarrassouba and Sandra Kassab, Africa Director of the AFD, is part of an intense series of diplomatic and financial contacts established by the Minister on the sidelines of the Annual Meetings in Brazzaville. 

The stakes are considerable. The PND 2026-2030 provides for a total investment of 191.4 billion USD, of which public financing needs are estimated at 63.3 billion USD. The Advisory Group will aim in particular to mobilize 11,138.2 billion FCFA from external partners, including 7,749.5 billion dedicated to project loans. For its part, AFD constitutes a leading strategic partner in this system. In March 2026, Team Europe, of which AFD is an operational arm, had already announced the preparation of an investment program of one billion euros in support of the PND, covering energy, transport, professional training and agricultural value chains.

The Consultative Group of July 8 and 9 in Abidjan, organized with the support of the Bank world, the European Union, the ADB and the United Nations System, aims to share the development vision of Côte d'Ivoire with the international community and to raise decisive public and private financing for the decade.
